The new Construction Products Regulation has been in force within the European Union since July 1, 2013. Structures may now only be placed on the market if they are accompanied by a declaration of conformity and a CE mark in accordance with EN 1090. For Germany, there is still a transition period until July 1, 2014. The declaration of conformity and the CE mark presuppose that the factory production control (FPC) of the manufacturer of the supporting structure is certified. The certification is carried out by an institute accredited for this purpose.

EN 1090 Execution of steel structures and aluminum structures Part 1: Verification of conformity procedure for load-bearing components Part 2: Technical rules for the execution of steel structures Part 3: Technical rules for the execution of aluminum structures EN 1090-1 contains the verification procedure and the requirements for the declaration of conformity. The requirements for the execution of corrosion protection are described in parts 2 and 3. The declaration of conformity and the CE mark according to EN 1090-1 include all product properties, such as geometric tolerances, weldability, fracture toughness, fire behavior, etc. For coating companies, the durability point is of particular interest. Under this item, information is provided on corrosion protection, i.e. the execution of corrosion protection in accordance with EN 1090-2 and EN 1090-3 must also be integrated into the WPK of the manufacturer of the supporting structures. If the manufacturer of the supporting structures carries out the coating work in his company, it is simple. In practice, coating work is usually carried out by contract coaters, who must then be included in his customer’s WPK.

Now here you have to distinguish between steel and aluminum. • EN 1090-3 Aluminum: This standard contains all the technical rules for the execution of aluminum structures, such as assembly, welding, tolerances. Point 10 and Annex F of this standard deal with the treatment of surfaces. Appendix F notes that quality assurance and assessment may be done in conjunction with a recognized European Seal of Approval. For the GSB coater, this means that he can provide proof for the WPK and his customer’s declaration of conformity via the GSB International aluminum quality seal in accordance with QR AL 631. • EN 1090-2 Steel: This standard contains all the technical rules for the execution of steel structures, such as assembly, welding, tolerances. In this standard, points 10, 12, 12.6 and Annex F describe the execution of corrosion protection or coating work. In Annex F, under item F1.1 in Note 2, explicit reference is made to the two standards EN 13438 and EN 15773 for powder coating of steel. In contrast to aluminum, this standard does not contain an explicit reference to a recognized European quality seal. However, from our point of view, the GSB International steel quality seal is suitable according to QR ST 663, as the QR explicitly refers to the two standards mentioned. 05/22/2013: After more than 36 years of successful and voluntary work for GSB International, the Chairman of the Board Hans-Jürgen Alfort resigned from his office and was appointed Honorary Chairman by the GSB Board. The board of GSB International, Düsseldorf, has elected Willem Beljaars as the new chairman of the board.
Willem Beljaars is managing partner of Weert Groep NL and is the third generation to lead the company with coating and galvanizing operations in the Netherlands and Belgium. He has been a member of GSB International since the mid-1990s and is chairman of the Steel Technical Commission. He has been a member of the GSB board since 2009.
